Yes, the Saudis will allow foreign institutional investors with a minimum of $5 Billion in assets to play their stock market. Saudi Arabia is ultra conservative and the religious clerics are not receptive to pressing the palms too closely with the non-Islamic business world. The country is rapidly spending cash and exceptions must be made to move away from being dependent on oil. Since the price of crude has taken a nose dive, it is becoming more important than ever that countries such as Saudi Arabia modify their economies. OPEC does not have the muscle as in past decades and each member of OPEC is being forced to fend for themselves .
